Synfig is animation software. You paint two pictures and Synfig can do some kind of animation, morphing from one picture to the other. If you want to make a film you additionally need an application for film editing. At least it was like this some years ago, furthermore it was buggy some years ago. You can convert other video formats to .flv, a quick Google search lead to http://studge.com/creating-flash-video-in-linux/ .
