It is priority=low, so I cannot but agree with you. I'm adding to the command line with auto=true url=file:///mnt/preseed.cfg preseed.cfg contains what I need (which isn't normally a lot), including the language and keyboard data. It can be on a partition of the USB stick which contains the ISO. The partition has to be mounted by hand from within d-i but it can be more automated by remastering the ISO with the preseed file in it and an altered syslinux command line. url= then becomes url=file:///cdrom/preseed.cfg.
