No mention of the percentage in http://wiki.debian.org/NetworkManager#Documentation , http://projects.gnome.org/NetworkManager/users/ or https://live.gnome.org/NetworkManager . I'll guess it is a fraction of bytes or packets transmitted without retransmission. From what I've read of TCP this "success rate" will be available for data sent but not for data received.
