So you can start the service manually, it seems.

root@debian:/# systemctl enable preload.service
Failed to issue method call: No such file or directory
Maybe running that under strace helps finding out which file it is
complaining about?

Thanks for the reply. The problem was with preload:

/var/log/preload.log:
[Thu Jun 27 15:55:19 2013] failed reading state from /var/lib/preload/preload.state: line 1680: invalid syntax
[Thu Jun 27 15:55:19 2013] Exiting

After clearing /var/lib/preload/preload.state everything works as expected.
