It's better to file a wishlist bug (run "reportbug", when asked for a severity, choose "wishlist") against the package (in this case, it's xfce4-panel), stating what the newer version is. However, as far as I can see the latest version at xfce.org IS 4.10. This version is in unstable (sid) AND testing (jessie). So you might need to explain (to the maintainer), exactly WHY you think the package is "outdated and does not work correctly".
