There are always gotchas, aren't there? Whatever is set in ~/.xsessionrc may be undone by the window manager or DE settings. The tested commands may work in a terminal but they could be overridden during the bringing up of the X session. To illustrate: 'xset r off' works from an xterm in Xfce4; put it in ~/.xsessionrc and it can be reversed by 'Enable key repeat' in Xfce4's keyboard settings. If the WM or DE uses power management facilities 'xset s' may not work in ~/.xsessionrc.
