I wondered that too.  Except as Darac pointed out the xfs file system
implements a dynamic fsck and therefore you don't notice a separate
fsck step at boot time.  I ran XFS file systems for many years (a good
file system) and one of the advantages of doing so is that it avoids
the periodic fsck check.  I have never seen it stall at mount time.

I suspect that something else is the root cause of this problem.
