Update: I have found that this is really two problems.
First, seems to be that when one modem is unplugged and a second modem is plugged in that the network-manager doesn't complete return to an initialized state and the second modem setup and operation fails. If one boots the PC and begins with the second modem, it works. This is true for the ZTE MF626 USB modem. Second, There is some other problem with the Alcatel X220D USB modem as you can see in the logs that it is recognized and usb-modeswitch runs but it never connects to the service provider.
