is running you can remove the lockfile
Can someone give me a hint on how to fix this?

As root remove the lock file.
e.g.:
su
rm /var/lock/mrtg/_etc_mrtg.cfg_l
exit
or if you are using sudo instead of a root account:
sudo rm /var/lock/mrtg/_etc_mrtg.cfg_l
