This is a modern usage that I find very confusing.  I take it to mean what I 
would phrase "Cc'ed to OP since I am NOT sure (s)he is subscribed", ( or "am 
sure (s)he is NOT subscribed") since otherwise it would not make sense.  What 
do those of you who use this structure say for the positive?  In other words, 
what would you say for "IS subscribed" or "AM sure"??
