What do you get with 'ls' on /usr/bin/update-menus?  I have 

-rwxr-xr-x root root

I usually run 'apt-get install --fix-broken' which sometimes helps. I think
that is the same as 'apt-get install -f' but not sure it is the same as
running it with 'upgrade.'

Maybe 'apt-get install menu' would help.  menu may be messed up and
update-menus is part of that package.
