Wheezy has /etc/udev/rules.d/91-permissions.rules; Jessie doesn't. This thread has a short discussion on gparted and bug #439409. The bug report was submitted for Wheezy and the behaviour you observe formed the basis of an argument. The bug report now has a different complexion but has still not been updated to reflect the altered situation. -- Brian.
