The package was split into two parts: libvirt-daemon-system libvirt-clients In most cases you probably want both of them at the same time. While the Debian packaging was changed, the configuration and administration of libvirt is still very similar to that of previous versions, so the rest of the tutorial is probably going to still work on Stretch.
