Seems the compiler doesn't find /usr/include/bits/locale.h. Is that file there? (if you have multi-arch support (I guess you have( it will be in /usr/include/<arch>/bits/locale.h, where <arch> is the architecture you're compiling for, e.g. "x86_64-linux-gnu" or "arm-linux-gnueabihf" or something similar). This file comes with libc6-dev. I didn't see that one in the list you provided, but I may have missed it.
