The file/directory permission, and the chmod command to set them are very old. Any book on Unix or Linux should cover them. I remember O'Reilly had several good books, but I cannot recommend any specific one right now.
As for chattr, the suggestion someone else made to forget about it by now is a good one. First get a good understanding of the basic permission system.
