Usually you can append nomodeset to the end of the linux line in the Grub menu
(via the E key to edit at runtime). It may or may not produce much difference
compared to safe mode. Nomodeset is typically only for making repair operations
possible. While using it, if X works at all, it will be slow and use a 
suboptimal
video mode. 'sudo apt install firmware-amdgpu' may be all you need to do during 
a
rescue boot in order to get competent video from your Radeon on next restart.
