might be related. Does it help if you add pts/0 to /etc/securetty inside your buster container? Would be great if you can report back if that fixes your issue. If you want to use machinectl, you also need to have dbus installed inside your container. Interesting to see that /etc/securetty has apparently been removed just recently. That change is unstable only, i.e. won't help you for a buster container.
