You feel there a problem of vocabolary for the text in Debian Policy defining the term, or only when not looking up its definition in the context of packages? If the former then I encourage you to file a friendly bugreport against package debian-policy - the maintainers are nice people who appreciates suggestions for improving the wording in the text.
