I would say that it's always "fair" to ask the question; if people feel that it's sufficiently off-topic, they'll either not answer it or ask you to post elsewhere. In some cases, though, fair or not, the question may be better answered by the user group for the app in question. I would, however, recommend checking for an app's user group archives before posting a question about that app here.
