Yep that is it exactly. In the meantime I tried uninstalling dhelp and seeing if reinstalling it helped. The first bit worked but there is no dhelp in Buster only in sid. I'm not sure if I can install stretch packages anymore but I am going to let the bug slide. I don't need online help or it being indexed, I am just going to delete the cron entry.
