It is currently out of Buster (and Debian Testing) because of bug: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=871656 I have hoped to have it fixed but other real life things have since taken a higher priority. I had also hoped that maybe other apt-offline users would come up with a patch but that didn't happen.
