No. Systemd services have "types". Some of these types (simple, forking) can reasonably be called daemons, because they run a program, or suite of programs, which is expected to stick around for a while. Other types (oneshot) are most likely not running a long-lived program. They may do something like adding a network route, mounting a file system, removing old log files, etc. The program only runs long enough to do whatever it's supposed to do, and then it terminates.
