Well, you are definitely missing the module file. It should be in that package: apt-file search php7.3.load libapache2-mod-php7.3: /etc/apache2/mods-available/php7.3.load I recommend this: sudo apt-get install --reinstall libapache2-mod-php7.3 After that recheck the contents of /etc/apache2/mods-available to see if the file is there.
