This is all meant to be automatic. If you have some reason to believe that your SATA/SAS controller is 6Gbit/s and your storage device is 6Gbit/s but it comes up as less than that, then that's a problem/bug/fault and not something that you generally just set. And even with a 6Gbit/s negotiated link, you aren't going to achieve 6Gbit/sec of data transferred. Start by working out what hardware you have to see what it's actually meant to be capable of.
