A common question during install is whether to build an initramfs
that has all drivers as modules, or one that only has the "targeted"
drivers as modules. That could be the difference you are seeing.

$ grep MODULES /etc/initramfs-tools/initramfs.conf

will tell you what it is currently set to, and if you change it and
then do

# update-initramfs -u -k <version>

or

# update-initramfs -u -k all

then you can compare the differences.

If that doesn't show it, you may need to take the initramfs apart to
compare contents.
