We're just coming up on a new stable release, Bullseye -- and libgtk-4 is not in it. libgtk-4-0 is currently in "experimental" which means that it is both unstable and buggy. You can certainly install it and try it out, but you shouldn't depend on it just yet. If it goes smoothly, then it could be in the next stable release, in about 2 years. https://packages.debian.org/experimental/libgtk-4-0 is a useful page.
