This is a really powerful indicator that you've mixed sources which are either from, or for, different Debian releases. Or mixed Debian sources and non-Debian sources. The "libc6 (>= 2.27)" dependency is identical to the libc6 dependency on the *buster* (Debian 10) version of libavcodec58. (Which is a package that does not even exist in Debian 9.) So, it looks like you've either got a buster (Debian 10) source, or you've got some third-party source that was meant to be used with Debian 10. You can't use Debian 10 sources on Debian 9.
