Perhaps easier to you would do dpkg-reconfigure localeconf. If it is
not there, apt-get install it.

Which shell are you using?
Do man <yourshell> and check the initialisation files it uses. Debian
does add some stuff there, so a good rule of thumb is that generally
speaking they will be /etc/environment, /etc/*<yourshell>* and
~/.*yourshell*.

This will affect only that console and its children.
