In case you don't speak fluent Unix, the tilde (~) expands to the
user's home directory. So that is a shorthand way of saying,

$HOME/.emacs

"Dot files", files with a leading dot, are normally hidden by ls and
other directory tools. To see then, "ls -a". "man ls" for more
information.
