Is there any way to make this not see the installed version other than
by using -o RootDir?
In case anyone finds this thread:
$ APT_CONFIG=apt/apt.conf.buster.amd64 apt-cache policy dpkg
dpkg:
Installed: (none)

Needs:
Dir::State::Status "file";
file must exist but can be empty.
DPKG_ADMINDIR environment variable doesn't work in this case.
