There is no such package name "lo" in bullseye-backports or any other version of Debian. The backports suites aren't full distributions and you could not have a working system where every package comes from -backports as most of those packages won't exist. bullseye-backports is only intended to provide a relatively small number of newer packages for systems nominally running Debian bullseye.
