Hmm. IBM Plex. Not bad-looking, and it does solve the stated problem.
I will note that like Bistream Swiss Monospaced, it's only *nominally* sans-serif, in that it has slab-serifs (Stymie-style, rather than Clarendon-style) on the capital I, and one small slab-serif on the lowercase l.
