Yes it is a .deb file and I tried the sudo dpkg -i but did not do the apt  --fix-broken install  I will try using both and see what happens.

Assuming you downloaded a deb file, the usual mechansim is

sudo dpkg - i <yourfile>.deb

sudo apt --fix-broken install
