My first thought is that popularity-contest should be able to tell you this, because it's able to tell *Debian* which packages are "old" (not recently used). One of the programs that comes with it is /usr/sbin/popcon-largest-unused which looks like what you want. See <https://manpages.debian.org/popcon-largest-unused>. Looks like you have to allow popcon to run at least once.
