The postrm script of php-horde is failing, so the package cannot be properly uninstalled. I'd look in /var/lib/dpkg/info/php-horde.postrm to see why that might be. If you can edit the postrm script to work then your removal will be successful. In extreme cases you could delete the postrm script but then you would need to take care of the things it does by yourself, to ensure the package is properly cleaned up. I don't know if it is a bug in the package as I don't know what is wrong and if whatever is wrong could be caused by some strangeness of your system.
