I filed a bug, which has so far received no attention:

It's actually working now for me as well - I think it started
working when I tried installing the package "vulkan-validationlayers",
but I subsequently uninstalled that package and vulkaninfo is still
working as my ordinary user, with, as far as I can recall, no further
changes to my system.
