Is that what is being used?  Where are the spool directories for the printers?
I've been badly burned by duplicate files in different locations, e.g. buried 
in /usr/lib, so with the man page full of deprecations,  it's hard to be sure 
how the actual state is configured.
I think I found the "Printer settings" python app so now to try it.

Are you talking about the '/etc/cups' directory?
