Network Manager, using static addressing. So no DHCP.

I assume you mean the kea dhcp4 server. Well, I see a lot of stuff.
I wasn't able to start it from the command line, even with su. So I
edited the service to add the -d. Searching on 'interface' I see:

and that's it. It doesn't appear to claim any others, probably because
I shut down the virtual network. But the virtual network refuses to
start.
I ran 'journalctl -f', and tried to start up the virtual network.
Nothing in the trace indicating that kea tried to grab the virtual
interface.
The network's definition has the following:
<dnsmasq:options>
<dnsmasq:option value="interface=virbr0"/>
<dnsmasq:option value="except-interface=lo,enp3s0"/>
</dnsmasq:options>

If I don't get any satisfaction here I will try those two.
