No.
As a project Debian only officially supports systemd. A variety of other
init systems are packaged and could be used as pid 1, but individual
packages are not *required* to support that, so you may (increasingly)
find that some packages in Debian are deficient when it comes to
not-systemd, e.g. lack init scripts, or are completely non-functional.
It is my personal opinion that Debian is at this stage designed to work
with systemd as pid 1 and if you don't want to do that you are better
off using a different OS that is designed with that use in mind. e..g
Devuan or one of the BSDs.
