Who is using nscd here? I think that it is quite unusual.
Moreover, "dig" shows random failures with the nameservers.
So, if you want to reproduce the issue, set up a network
where DNS requests to the nameservers in /etc/resolv.conf
randomly fail. And (probably) use nscd.

Yes, this could be a temporary workaround until the issue
with the nameservers has been solved (the /etc/resolv.conf
nameserver lines were changed by the admin a few days ago,
so I suspect that reverting this change could avoid the
DNS failures).
