I'm on unstable, powerpc:

$ apt-cache policy navigator-smotif-477
W: Unable to locate package navigator-smotif-477
$ apt-cache policy netscape-base-4
netscape-base-4:
  Installed: (none)
  Candidate: (none)
  Version Table:

So I'd try to get set up

/etc/apt/sources.list

for stable, too, but without removing the lines for the unstable
versions, and then do something along the line

# apt-get --simulate install -t stable <netscape-package>

and look what apt-get says ...

HTH
