When people report glxgears framerates, are they reporting it with the
small window that comes up by default? Or when the window is maximised?

$ fglrxinfo
display: :0.0  screen: 0
OpenGL vendor string: ATI Technologies Inc.
OpenGL renderer string: RADEON 9800 x86/SSE2
OpenGL version string: 1.3 (X4.3.0-3.7.0)

[i have a 9800xt]

$ glxgears
21906 frames in 5.0 seconds = 4381.200 FPS
23451 frames in 5.0 seconds = 4690.200 FPS
4278 frames in 5.0 seconds = 855.600 FPS

[the first two are the "regular window" sizes -- the last is maximized
under fluxbox at 1280x1024x32]

$ fgl_glxgears
3588 frames in 5.0 seconds = 717.600 FPS
3114 frames in 5.0 seconds = 622.800 FPS

[the first is "regular window size" the second is maximized]

Are my framerates "as expected" ? Could I / Should I be doing better?

I feel good about it.
