An interestingly reversed metaphor. It is the process of voting which will enable us to measure what we want to do. How we *act* upon that measurement is the "cutting". Passing a GR, in and of itself, does nothing tangible, just as the Social Contract has no force without a group of developers who pledge to uphold its meaning through their works. Similary, slavery is outlawed in every nation, but notoriously continues to be praticed, sometimes quite overtly[1].
