Why?  Because people aren't following the DFSG?

GFDL does not satisfy DFSG.  non-free is place for packages not satisfying
DFSG.

You might want to start by thinking about what that means.  [See above
comments about GFDL.]

Or has GFDL been updated so that GFDL packages can comply with DFSG?
