IMHO this whole discussion is *ideally* suited for an in-person exchange of
ideas at the upcoming Debconf in France :D
There we could have first a high level panel session on what the different
ideological positions on this question are, what is the basic thinking
there and thus what are the clusters of options for Debian to take. And
following on that we could have a technical session where a specific GR
covering those options could be worded out and the implementation
consequences of each detailed.
There is no specific reason for Debian to rush into having a specific
position on this, is there?
