This is no more an issue with the package uploaded to unstable. Its debian/README.Debian file reads: praat for Debian ---------------- The upstream files were patched for removing the dependency on the non-free file ipa/ipaSerifRegularPS.c, which was replaced by the drop-in file ipa/xipaPS.c, written by me. This file includes the Type-1 Postscript font for IPA characters derived from the TIPA package (see ftp://ftp.tex.ac.uk/tex-archive/fonts/tipa). TIPA is release under the terms of the LPPL (LaTeX Project Public License) and the file ipa/xipaPS.c is release under the terms of the GNU GPL.
