The package contains a set of fundamental utilities needed for
Linux on S390 and Linux on zSeries (description taken from
http://oss.software.ibm.com/developerworks/opensource/linux390/
download_src.html):

 * dasdfmt, which is used to low-level format ECKD-DASDs with
   either the classic disk layout or the new zSeries compatible
   disk layout.    

 * fdasd, which is used to create or modify partitions on
   ECKD-DASDs formatted with the zSeries compatible disk layout.

 * zipl, which is used to make either dasds or tapes bootable for
   system IPL or system dump.

 * zgetdump, which is used to retrieve system dumps from either
   tapes or dasds.

The package is released under the GPL by IBM and can be
downloaded from http://oss.software.ibm.com/developerworks/
opensource/linux390/download_src.html.

Since I am not (yet) a Debian developer this package will be
