If you're using "Replaces" in the Debian packaging sense, no, as presumably there is nothing in dhcp-client that overwrites pump files. You _could_ coordinate a release with the dhcp-client maintainer so that a dummy pump "Depended" on dhcp-client of the appropriate version, and had upgrade/conversion scripts, but it's probably more trouble than it's worth.
