The Condor team offers DEB files as download for quite some time now. In 
addition, there is meanwhile also a Debian repository maintained by them:

http://www.cs.wisc.edu/condor/debian/

I close this ITP bug since I no longer feel responsible for driving an eventual 
hosting of their files in MAIN or NON-FREE. Please contact 
condor-ad...@cs.wisc.edu if you want to have that. The licensing discussion in 
this bug thread is still relevant, at least from my perspective.
