One of the problems with mod_pagespeed is that it bundles a bunch of libraries (such as zlib and libpng) and included them bundled in the Debian package would be a policy violation. I created an issue in mod_pagespeed's bug tracker requesting that they at least optionally unbundle libraries: https://code.google.com/p/modpagespeed/issues/detail?id=226
